OUTCOME OF THE 41ST KANO STATE EXECUTIVE COUNCIL MEETING HELD ON THURSDAY, 24TH SEPT. 2026 AT AMINU KANO HOUSE, ASOKORO, ABUJA.

 

The outcome of the 41st Executive Council Meeting of Kano State, held on 24th September, 2026, at the Malam Aminu Kano House, Governor’s Lodge, Asokoro, Abuja.

 

The meeting considered a wide range of issues relating to infrastructure, healthcare, education, human capital development, transportation and urban infrastructure, water supply, energy, housing, security, cultural development and other matters of public importance.

 

Following extensive deliberations, the State Executive Council took a number of policy decisions and granted approvals for the implementation of various projects and programmes across the State.

 

The approvals amounting to ₦144,005,812,319.50 were granted for the execution of various projects, programmes and other commitments of Government

 

The approvals granted at the council meeting, are presented below, according to sectors.

 

1. MINISTRY OF HEALTH

 

The Executive Council approved the following projects and commitments under the health sector:

General rehabilitation and provision of equipment at Shekar Barde Primary Healthcare Centre, Kumbotso — ₦348,905,275.97

Rehabilitation and upgrade of Yakasai Zumunta Clinic and Maternity to 24-hour service — ₦116,424,899.36

Renovation of Karaye Emirate Specialist Hospital — ₦272,441,506.40

Completion of Model Primary Healthcare Centre in Gwangwan Community, Rogo Local Government Area — ₦225,367,248.23

Remodeling of the Public Health Laboratory at the Centre for Disease Control — ₦105,701,508.43

Renovation of students’ hostels at the College of Nursing Sciences, Kano — ₦338,539,003.06

Upgrade of Kibiya Primary Healthcare Centre to a General Hospital — ₦521,947,691.86

Upgrade of Albasu Primary Healthcare Centre to a General Hospital — ₦679,375,430.8

 

Total Health Sector Approvals: ₦2,608,702,564.17

 

These approvals reflect the administration’s continued commitment to strengthening healthcare infrastructure and improving access to quality healthcare services across Kano State.

 

2. MINISTRY OF LAND AND PHYSICAL PLANNING

Under the Ministry of Land, the Council approved the following:

 

Settlement of land dispute involving the Kano Infectious Diseases Research Centre (Pfizer Hospital), Tamburawa — ₦2,180,250,000.00

Supply and installation of traffic bollards at strategic locations within Kano Metropolis — ₦4,438,048,047.18

Installation of reflective materials on streetlights, traffic signage and other roadside infrastructure across the State — ₦4,444,744,781.25

 

Total Land Sector Approvals: ₦11,063,042,828.43

 

These interventions are expected to contribute to improved traffic management, road safety and the general appearance and functionality of public infrastructure within the State.

 

3. MINISTRY OF EDUCATION

The Executive Council gave extensive consideration to the education sector and approved the following projects and commitments:

 

Renovation of GJSS Panda, Albasu Local Government Area — ₦468,166,389.56

Settlement of funds in respect of foodstuff suppliers to boarding schools during the third term of the 2025/2026 academic session — ₦2,433,693,907.20

Renovation of GSS Kofar Nassara, Municipal Local Government Area — ₦353,873,100.29

Renovation of classrooms, provision of furniture, wash facilities and upgrading of the perimeter fence at Karfi Special Primary School, Kura Local Government Area — ₦202,065,131.41

Review of the contract for the general renovation of Government Girls Secondary School, Giginyu — ₦688,384,721.01

Renovation and provision of furniture at GGSS Dorayi Karama, GSS Dorayi Karama, GJSS Dorayi Karama and Dorayi Karama Primary School — ₦1,065,623,748.01

Construction of storey block and provision of facilities at Itqaan School of Qur’anic Science and Islamic Studies, Kibiya — ₦110,043,088.42

Construction of Examination Hall and perimeter wall fence at GGASS Shanono — ₦146,982,438.12

 

Conduct of the combined convocation ceremony for the 2017–2025 academic sessions and accreditation exercise in respect of Kano State Polytechnic — ₦411,823,414.00

Renovation of existing structures and provision of additional facilities at GJSS Rimin Gata — ₦268,402,085.91

Counterpart funding for the statutory allocation of the UBEC matching grant — ₦6,118,690,423.60

General renovation of existing structures and provision of staff and students’ furniture at GSS Gwammaja II, Dala Local Government Area — ₦319,601,424.96

Provision of educational structure at JSS Kwaciri, Ungogo Local Government Area — ₦239,557,846.16

Accreditation and resource verification exercise by NUC and MDCN at Northwest University — ₦173,646,500.00

Construction of female hostel at Rabiu Musa Kwankwaso College of Advanced Studies, Tudun Wada — ₦320,331,440.85

Renovation of dilapidated structures at GSS Saidawa, Dambatta Local Government Area — ₦296,238,823.19

Rehabilitation of Rumfa College, Municipal Local Government Area — ₦549,572,175.59

Renovation of existing structures and provision of additional structures at GGSS Gwagwaranda, Albasu Local Government Area — ₦162,799,100.21

Renovation of existing structures and provision of facilities at GSS Sumaila — ₦240,584,896.36

 

Total Education Sector Approvals: ₦14,276,115,778.61

 

The scale of these approvals demonstrates the importance attached by the administration to improving learning environments, supporting students and teachers, strengthening educational institutions and accessing available intervention funds for the development of the education sector.

 

4. MINISTRY OF WOMEN AFFAIRS, CHILDREN AND DISABLED

 

The Council approved:

 

Establishment and provision of equipment for the Women Skills Acquisition Centre at Kofar Ruwa — ₦368,738,500.00

 

Total Women Affairs Sector Approval: ₦368,738,500.00

 

The project is aimed at strengthening skills acquisition and economic empowerment opportunities for women in the State.

 

5. MINISTRY OF WORKS

 

The Ministry of Works received the largest number of approvals, covering road construction, rehabilitation, public buildings, institutional facilities and other infrastructure projects.

The Council approved:

Determination and re-award of the contract for completion of Dawakin Kudu–Lahadin Makole Road in Dawakin Kudu Local Government Area — ₦6,036,888,037.69

Construction of Zaria Road (by Amana City)–Gurjiya–Yankatsari–Rijiyar Gwangwan Road — ₦8,654,577,834.66

Rehabilitation/asphaltic overlay of the road from K/Sabo–Eastern Bypass by Chula Filling Station, Nassarawa Local Government Area — ₦2,118,866,630.24

Rehabilitation/asphaltic overlay of the road from Mambayya House–Kofar Ruwa — ₦3,569,996,956.00

Reconstruction of Lawan Dambazau and IG Roads–Trade Fair Ground — ₦1,963,261,400.63

Reconstruction of Hauren Wanki Sharada Juma’at Mosque–A.A. Rano Filling Station, KMC Local Government Area — ₦4,847,732,676.68

Revocation and re-award of contract for the completion of the 5-kilometre dualized road in Gabasawa Local Government Area — ₦2,339,402,495.17

Revocation and re-award of contract for completion of the standard Magistrate Court at Zangero Road and Unguwa Uku in the State — ₦347,223,517.35

Renovation of five-daily-prayer mosque at Wudilawa and construction of drainage at Lokon Sani Mai Nama, Gwangwazo — ₦156,474,795.38

Construction of access road linking General Halliru Akilu Memorial Islamiyya School, Danjirma Road — ₦315,569,476.46

Additional works to the ongoing rehabilitation of RMK Flyover–Obasanjo Flyover–Ibb Road–Mazugal Junction–Katsina Road to integrate the reconstruction and dualization of Hajj Camp Road — ₦8,879,617,909.50

Review of contract for the construction of Suleiman Crescent and Lamido Crescent, Nassarawa GRA — ₦6,797,006,977.34

Reconstruction of the road from Sadaraki Store–Gida Alasure, linking Sheka Road in Kumbotso Local Government Area — ₦1,109,789,596.13

Rehabilitation of Lafiya Road — ₦180,870,089.30

Reconstruction of Foundation Road and Tarauni Market Road in Tarauni Local Government Area — ₦2,892,243,419.35

Reconstruction of Rawul–Gani–Sitti–Masu–Gomo Road in Sumaila Local Government Area — ₦16,689,615,947.81

Additional works to the ongoing general rehabilitation works at Kano Central Mosque, Gidan Sarki — ₦125,681,933.49

Reconstruction of perimeter wall fence at Sa’adatu Rimi College of Education, Kumbotso, Zaria Road — ₦143,675,250.08

Construction of office block, workshop and five-daily-prayer mosque for the Agency for Mass Education New Site at Audu Bako Secretariat, Kano — ₦595,509,767.14

Construction of additional/extension office at the Ministry of Justice, Audu Bako Secretariat — ₦515,556,187.09

Construction of Entrepreneurship Institute at Dawakin Tofa Local Government Area — ₦1,988,116,576.55

Completion of Islamiyya School and toilets at Amana City, Zaria Road — ₦178,220,531.84

Renovation and upgrading works at the Ministry of Finance Office Complex, Audu Bako Secretariat — ₦370,153,322.35

Review of contract for the construction of office complex and other renovation works at Hisba Board Headquarters — ₦145,744,660.44

Completion of road network at BLC Janbulo Estate, Gwarzo Road — ₦2,524,050,528.50

Reconstruction of Commissioner Road, Gidan Dan Hausa Road, Sir Kassim Ibrahim Road and other link roads in Nassarawa GRA — ₦2,110,836,922.44

Construction of Kwarin Akuya–Sabon Birni–Kyankyaran–Zangon Bare Bari–Kwanar Madugu Road — ₦5,130,683,608.32

Procurement and installation of furniture at the newly constructed Kano State House of Assembly Complex — ₦2,499,805,940.63

Review of additional works on the ongoing rehabilitation of Airport Junction–Ashton Road–Airport Road–Club Road — ₦794,642,525.42

Revalidation of contract and settlement of outstanding payment in respect of the general renovation works at Kano Afforestation Programme (KNAP) Head Office — ₦216,709,409.75

General renovation works at Kano State Agricultural and Rural Development Authority (KNARDA) Headquarters — ₦590,114,818.24

 

Total Works Sector Approvals: ₦84,975,631,180.09

 

The approvals cover major road networks, urban roads, institutional infrastructure, public buildings and other facilities across the State.

 

6. OFFICE OF THE SSG

 

The Executive Council, through the Office of the Secretary to the State Government, approved:

Procurement of operational vehicles for the State Hisba Board — ₦435,000,000.00

 

7. MINISTRY OF WATER RESOURCES, ENVIRONMENT AND CLIMATE CHANGE

The Council approved the following:

 

Settlement of energy bills to KEDCO and diesel fuel for the months of May, June, July and August 2026 — ₦1,778,721,470.48

Construction of reinforced concrete fencing at Katsina Road Park and development of Sokoto Road Park — ₦629,505,277.39

 

Total Water Resources, Environment and Climate Change Sector Approvals: ₦2,408,226,747.87

 

8. MINISTRY OF POWER AND RENEWABLE ENERGY

The Council approved:

 

Power supply at Tamburawa and Watari Water Treatment Plants — ₦635,975,656.00

Supply and installation of two generating sets and MV panels at Muhammad Abdullahi Wase Teaching Hospital — ₦610,049,500.00

 

Total Power Sector Approvals: ₦1,246,025,156.00

 

These interventions are expected to support reliable power supply to critical public infrastructure and essential services.

 

9. MINISTRY OF HOUSING DEVELOPMENT

 

The Council approved:

 

Construction of Amana City perimeter fence and gate, Phase II — ₦1,160,482,903.91

 

POLICY AND LEGISLATIVE MATTERS

 

In addition to the project and financial approvals, the Council considered a number of important policy and legislative matters.

 

Acquisition of Properties for Overriding Public Interest

 

Council approved the acquisition, for overriding public interest, of the following properties:

 

Saymays Specialist Hospital at Gandun Albasa.

 

A private property adjacent to the Infectious Diseases Hospital (IDH) and Abubakar Imam Urology Centre at France Road.

 

Public-Private Partnership for Energy and SME Industrial Park

Council approved the implementation of the proposed Public-Private Partnership (PPP) arrangement for the development of the Kano Energy and SME Industrial Park at the AKK Industrial Layout, Tamburawa.

 

The initiative is expected to provide an enabling environment for energy-related businesses and small and medium-scale enterprises.

 

KANFEST 2026

 

Council also approved the conduct of the annual Kano Art and Cultural Festival (KANFEST 2026).

The festival remains an important platform for promoting Kano’s rich cultural heritage, creative industries, tourism and the talents of its people.

 

2026 Supplementary Budget

 

Council approved the 2026 Supplementary Budget/Amendment in the sum of ₦1.201 trillion and directed that the proposed amendment be transmitted to the Kano State House of Assembly for the necessary legislative consideration and approval.

 

CONDITION OF EASTERN BYPASS

 

The Executive Council also observed the dilapidated condition of the road from Eastern Bypass–Tsamiya Babba–Larabawar Abasawa–Nera Roundabout along Ringim Road.

 

Council consequently directed the Ministry of Works to submit a detailed Bill of Engineering Measurement and Evaluation (BEME) for consideration.

 

MERIT AWARDS TO THE GOVERNOR

 

The Council meeting also witnessed the presentation of various merit awards conferred on His Excellency, the Executive Governor of Kano State, in recognition of his performance in the governance of the State.

The awards were presented in recognition of the Governor’s contributions to the development of Kano State and the implementation of programmes and projects across different sectors.

 

CONCLUSION

 

The decisions taken at the 41st Executive Council Meeting demonstrate the commitment of the Kano State Government to addressing the infrastructure and developmental needs of the people.
