
The Kano State Contributory Healthcare Management Agency (Kano State Contributory Healthcare Management Agency (KSCHMA)) has been ranked the No. 1 most ethically compliant state contributory healthcare agency in Nigeria, following a national assessment covering governance integrity, transparency, and service compliance for the 2025/2026 cycle.
The recognition was announced by the Centre for Ethics and Self Value Orientation (Centre for Ethics and Self Value Orientation (CESVO)) during an official ceremony held at the KSCHMA headquarters in Kano, coinciding with the United Nations International Day of Conscience.
National Ethical Leadership Recognition
According to CESVO, KSCHMA emerged first among the top 10 state contributory healthcare agencies nationwide, earning distinction for its strong compliance culture, accountability mechanisms, and public service ethics.
The agency was also awarded the Corporate Ethics and Integrity Compliance Gold Medal Certificate, affirming its status as a national model for ethical governance in healthcare administration.
Dr. Rahila Muktar Honoured as Integrity Icon
In a major highlight of the event, the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, was inducted into the CESVO Hall of Fame and conferred with the lifetime title of “Integrity Icon of Nigeria (IION)”.
She also received an Ethical Leadership and Conduct Compliance Certificate, with authorization to officially append the title (IION) to her name.
CESVO described her leadership as “a benchmark for ethical excellence and institutional discipline within Nigeria’s public healthcare system.”
Commendation for Directors and Staff
All seven directors of KSCHMA were issued letters of commendation for their professionalism, ethical conduct, and commitment to strengthening healthcare delivery systems across Kano State.
CESVO Commends Institutional Reforms
Speaking at the ceremony, CESVO Executive Director, Ethicist (Prince) Salihu Musa Yakubu, praised the agency’s performance:
> “KSCHMA has set a national benchmark for ethical compliance and institutional integrity within Nigeria’s public healthcare system. Its ranking reflects a culture of accountability and discipline worthy of replication across sub-national institutions.”
He added that Dr. Muktar’s leadership exemplifies the values needed for sustainable governance reform.
Commitment to Kano First Agenda
In her acceptance speech, Dr. Rahila Muktar dedicated the recognition to the policy direction of the Kano State Government under the leadership of Governor Abba Kabir Yusuf, stating that the achievement aligns with the Kano First Agenda of the administration led by Abba Kabir Yusuf.
She said:
> “This honour reflects not only KSCHMA’s efforts but also the vision of His Excellency to prioritize the health and wellbeing of the people of Kano State. We remain committed to transparency, accountability, and expanding equitable access to healthcare services.”
Strengthening Ethical Governance in Healthcare
KSCHMA reaffirmed its commitment to deepening institutional reforms, strengthening transparency systems, and improving healthcare delivery across the state.
The agency noted that the recognition would further motivate staff to sustain high ethical standards and accelerate ongoing healthcare reforms aimed at improving outcomes for citizens.
